ANNUAL REPORT 2003
For your review we present
the 2003 annual report for the Beverly Hills Department
of Public Safety. Generally, total calls for service
increased by 7.2% for 2003 over requests in 2002
(4,946 from 4,615). A broad overview and discussion
of the past year's activities follows.
Part A - Index Crimes are represented by Murder,
Forcible Sexual Offenses, Robbery, Aggravated
Assault, Home Invasion, Larceny, Auto Theft and
Arson. For 2003, these crimes increased by 17%
from 2002 incidents (129 from 110). Crimes of
Robbery and Aggravated Assault decreased while
Larcenies and Stolen Vehicles increased; Home
Invasion stayed the same. Statistics for these
eight categories are reported to the FBI through
the State of Michigan and will be published nationally
in August 2004.
Part A - Non Index Crimes are represented by
Assaults, Kidnapping, Vandalism, Weapons Offenses,
Forgery/Fraud/Embezzlement, other Sex Offenses,
Narcotics, etc. For 2003, these crimes were virtually
unchanged from 2002 incidents (130 from 128).
While assaults, frauds, and vandalism decreased,
there were increases in narcotics offenses and
arrests.
Part B crimes saw a decrease in 2003 of 6.5%
from 2002 incidents (185 from 198). There were
increases in OUIL cases (from 41 to 52); other
liquor law violations doubled from 9 to 18 cases.
Areas seeing decreases included Disorderly/Vagrancy
and Obstructing/Resisting Officers. Overall, arrests
were up by 22% (368 from 301).
Total traffic accidents in the village were up
marginally by 1.1% from 2002 crashes (352 from
348), with property damage crashes decreasing
(323 from 331) and personal injury crashes increasing
for the year (29 from 17); there were no fatal
crashes in the Village in 2003.
Fire emergency calls decreased 32% in 2003 (113
from 146). There were no civilian fire fatalities
this year in the Village. Emergency Medical calls-for-service
also decreased in 2003 by 17% over 2002 requests
(313 from 378).
Alarm calls-for-service, a majority of which
were false in nature, decreased again in 2003
by 7.5% (625 to 578). The Village Council passed
an updated alarm ordinance which became effective
for enforcement January 1, 2003. This new opportunity
for communication with residents and business
owners allowed some service records to be updated
and, in some cases, services terminated. This
category will receive continued scrutiny for a
hoped-for continuing downturn at those locations
which have been of a nuisance nature in the past.
